The European Institute "Pashko" stated that the governing programs of the three main parties do not provide the appropriate instruments to support sufficient economic growth. The Institute notes that fiscal policy is chaotic, and in none of the programs the two main priorities, such as education and health, are sufficiently supported.
According to the Pashko Institute, the current tax system is deterrent to the economy by discouraging work and investment.
"The increase in the tax on labor and capital has negatively affected both the expansion of employment and the lack of use of the economy's capacities for more private, domestic or foreign investments," said Selami Xhepa.
The institute described the three major parties' commitment to reduce taxes as positive.
"More specifically, the reduction of profit tax and other sources of income in no more than 10 to 12 percent would be a serious relief to the fiscal burden," says Selami Xhepa.
While on the expense side Selami Xhepa said the parties should increase support for education and health.
"Unfortunately, the liberalization of these two sectors has not managed to produce competitive markets among the providers while the public service remains problematic," Xhepa said.
In parallel, experts from the Pashko Institute estimate that party programs should put more emphasis on reforms that increase the productivity of the economy.
